Organizing images

I like hoarding whatever shit I find on the internet and gather huge collections of pictures- like art, memes or rare old-school animecore. Problem is, when I want to find one of said pictures in the sea of thousand, it usually take years.
Organizing everything in folders doesn't really help in my case either. Like, character image collections for example:
Let's say you have a folder for Character A, another for B, and another for C.
Then, you find a picture where A, B and C are all there. What do you do? Do you clone the picture to put them in every folder? Wouldn't that unnecessarily bloat your storage,thus be really stupid?
Okay, let's tag it then: But when you have a thousand of crap to tag with the current system Windows uses, it becomes a pain in the ass and unbearably slow and tedious to do- So I never really used it, I don't have the patience for it. Fuck Windows Explorer.
I really like the concept and tagging systems of boorus, it's easy to use and quick. The dream of having a true local booru is salivating.
I currently use the Hydrus client for hosting my pictures and tagging them. It really has all I need and I can even create new tagging and rating systems (I have a SFW-NSFW-Questionable rating for example, like in actual boorus, and a fave rating for the bests) which is really useful.
I figured out you could drag and drop images from the client itself to to other applications or the internet, which helps since I host image-sharing servers. The only problem is that you need to be kind of tech-savy to use it and most people from said servers really aren't so it's hard to explain things sometimes.
